The Mineral Economics, Information and Publications Division (MEIPD) of the Mines and Geosciences Bureau (MGB) introduced the Mining Tax Information Management System (MTIMS) to all revenue collectors at the MGB Regional Offices during a three-day Trainor’s/User's Training held recently.
The MTIMS is an internet-based system designed to computerize the entire process of data collection, processing, maintenance and report generation in order to ensure an effective monitoring system on the collection of mining taxes, fees and charges.
Funded by the United Nations Development Programme thru the Philippines Poverty-Environment Initiative (PPEI) Project led by the Department of the Interior and Local Government, the MTIMS was conceptualized because of the need to generate reliable information on mining revenues that will serve as basis in policy formulation and other information needs of government.
The MTIMS has three components, which constitute government revenues from mining, namely: 1) national taxes, including excise and royalties on mineral reservations; 2) local taxes; and 3) fees and charges from services rendered to the public.
Under the system, the MGB Central Office (CO) will take charge of the first two components while the last will be handled by regional revenue collectors. The result of the workshop will be useful in debugging the system, which is targeted to be finalized by end of August. Once fully operational, the information that will be generated will be accessible to the public thru the MGB website mgb.gov.ph.
During the workshop, a total of 30 regional participants composed of Accountants, Cashiers, Administrative and Planning Officers, and Economists joined the MEIPD staff of the MGB CO in the actual testing of the system. - By Mineral Economics, Information and Publication Division. The Philippines Poverty-Environment Initiative (PPEI) helps establishing transparency and accounting systems in place to publicly disclose the revenues and benefits generated from the development and extraction of environment and mineral resources, and their utilization for poverty reduction and environmental protection . The PPEI also supports the national government towards the implementation of Extractive Industries Transparency Initiative (EITI).
