The Department of the Interior and Local Government (DILG) through the Philippines Poverty-Environment Initiative (PPEI) project in partnership with the Union of Local Authorities of the Philippines (ULAP) and LGU Leagues convened all local government units where extractive industries are present. This “Forum on the utilization and development of natural wealth” aims to bring together LGUs and discuss and draw out a unified policy position on mining issues such as: timeliness of the release of LGU share from the natural wealth revenues; transparency in the processes and procedures of accounting and releasing of LGU shares; consistencies between national laws and local ordinances/policies, among others. The Forum also serves as a venue to update the LGUs with the current reforms in the mining industry that the national government is undertaking; to generate the common positions of LGUs with regards to mining-related issues that the ULAP as a permanent representative of LGUs to the Mining Industry Coordinating Council (MICC) can carry, and to discuss the proposed establishment of network of LGUs hosting extractive industries. PPEI also facilitates the creation of network of LGUs hosting extractive industries. The network aims to: serve as a forum where all mining issues from the perspective of LGUs can be raised, discussed and addressed; serve as an advisory group in the development and formulation of LGUs’ position on mining-related issues: harmonization of the provisions of various mining laws, environmental protection, transparency and accountability in the receipt as well as utilization of mining revenues; and serve as a “quick consensus-gathering mechanism” in cases where an LGU position in the MICC needs to be formed and submitted to the MICC. This was participated in by local chief executives (LCEs) and other LGU officials of 12 provinces, 26 municipalities and 5 cities hosting mining activities.
