Philippines’ Handbook on Mainstreaming Poverty-Environment Linkages in Local Governance for Inclusive Green Growth

The Poverty-Environment (P-E) Handbook has two purposes. First, it is intended as a supplement to the existing Rationalized Planning System (RPS) which defines the formulation of standard development management documents of the LGU. Particularly, investment programming will be enhanced. Second, the P-E Handbook provides approaches and methodologies as guide for mainstreaming P-E linkages in the LGU governance. Further, the Handbook aims to ascertain that the national-local direction for inclusive green growth is considered in mainstreaming of P-E linkages.
